CONSTRUCTION PRODUCTS DIRECTIVE
CPD 89/106/EEC
The Construction Products Directive ( CPD) , 89/106/EEC, as amended, applies to any product which is produced for incorporation in a permanent manner in construction works, including buildings and civil engineering.
Under the CPD, CE Marking normally only applies to products which have specific harmonized standards (ENs) published. Each EN has a date by which conflicting national standards have to be withdrawn. Exceptions to this rule are when there is no EN or national standard and European Technical Approval is invoked or when there is no EN but only a National Standard and this National Standard is deemed to meet the CPD Essential Requirements.
Competent Authority
In the UK, the Office of the Deputy Prime Minister (ODPM) is the authority for Building Regulation and the application of the CPD. The UK government uses European Unit, FBE Management Ltd as a technical advisor. The ODPM approves the Notified Bodies for this Directive.
Notified Bodies
Under the CDP, notified bodies are responsible for factory or product conformity certifications for very specific scopes and the application of specific ENs. It is particularly important to ensure that the scope of the Notified Body includes the product that is to be attested.
Essential Requirements
Annex 1 to the CPD lists the Essential Requirements. In the case of the CPD these are then expanded into interpretive documents which in turn result in Harmonised Standards or ENs. The Essential Requirements
